Mr. Kim Devooght, Chairman of the Board

Biography
Kim Devooght has been the Chairman of the OutCare Foundation since 2002. His involvement with the Foundation came about because Kim strongly believes that the Foundation addresses a real and pressing need in our community: supporting community-based healthcare service providers who deliver specific solutions that large healthcare institutions cannot address.
Mr. Devooght brings a wealth of corporate expertise and experience to the Foundation. As Vice-President, Federal Public Sector, for IBM Canada Kim is responsible for providing the full range of IBM products, services, solutions and consulting to the Canadian federal government, as well as to other public sector institutions in the Ottawa area. Kim is also the Senior Location Executive for IBM in Ottawa. Prior to this appointment in July, 1998, Kim served as General Manager, Government Service Delivery, IBM Global Government Industry where he was responsible for the development and deployment of public access and electronic commerce solutions for governments around the world.
Kim holds a B.A.(Hons.) in Public Administration from Carleton University in Ottawa, Ontario, and a Masters in Business Administration from York University in Toronto, Ontario. Kim lives in Ottawa with Trudy, his wife of for over 25 years, and their son Mark who is enrolled in the Commerce program at Queen's University in Kingston, Ontario.

Mr. Wilf Brousseau, Director
President, BMR Direct Inc.
Biography
Wilf Brousseau, President of BMR Direct Inc. is a founding member of the OutCare Foundation, which was incorporated at the time he served as Chair of the Riverside Hospital Foundation. Born, raised and educated in Ottawa, Wilf moved to Toronto in 1963 upon graduation from St. Patrick’s College where he worked in sales and marketing ending this phase of his career as Vice President, Marketing for the Facelle Company of Canada. He returned to Ottawa in 1977 to introduce Burger King Restaurants to the area. Upon the sale of these outlets back to Burger King Canada Inc. in 1988, he incorporated BMR Direct Inc. with two local partners. The Company has grown to in excess of 50 employees and is now a family-owned business with Wilf and his son, Paul, as the only two shareholders.
Wilf also served as President of the highly successful but ultimately ill-fated Rider Rooters organization. Beyond his work with the OutCare Foundation, Wilf remains actively involved in various other community projects throughout the region all year long.
In addition to Paul, Wilf has three daughters - Christine, Jennifer and Stephanie and three grandchildren.

Mr. Denvil Brown, Director (Past-Chairman)
Retired, Owner, Canadian Tire Vanier.
Biography
Denvil started his career in accounting during the early 1940s before eventually joining the National Cash Register Company as a salesman. He worked in the accounting machine sales division representing NCR across Canada and won the Top Salesman Award for all of Canada in 1953, 1955 and 1960.
In 1960, Denvil joined Canadian Tire Corporation as a Dealer, being the proprietor of his own franchise in what is now the Vanier part of Ottawa. For over 35 years Denvil operated his business with success and innovation including being instrumental in seeing the introduction of a health and dental plan for employees, before the Corporation offered one of its own.
In addition to his role as Dealer, Denvil served as a Director on the Board of Directors of Canadian Tire Corporation for four years. He also served as a Director on the Board of Directors of the Canadian Tire Corporation Dealer’s Association for six years. In addition to working for better health benefits for employees during this time, Denvil also worked closely with one of Canadian Tire’s founders Mr. A.J. Billes to develop a very generous profit sharing plan for all Canadian Tire staff.
Although Denvil’s primary focus was Canadian Tire, he also participated in other ventures that included: the Ottawa Paper Box Company; Dip and Strip; Parker Clean Dry Cleaners (which grew into Browns Cleaners), Can-Auto-Trans which was the largest car and truck transmission rebuilding company in Eastern Canada; two businesses in Russia and the Ukraine and his own farm DB Farms, which includes a thriving cow/calf operation, pig operation and constant horse operation.
Denvil is an active Mason, Kiwanian (now a Sage Kiwanian) and is heavily involved with his church. Denvil led a campaign to make his church one of the first to be wheelchair accessible by raising monies to install an elevator. Now accessible on all levels, the church is used regularly by a youth group for the disabled as a gathering place for meetings and other functions.
Denvil’s concern for the health and well-being of others is also evident in the many additional community initiatives he is involved with, both in Canada and abroad including a project with Compassion of Canada to establish a hospital and secure new water wells in Dessalines, Haiti.
Through his work with the OutCare Foundation, Denvil is able to continue contributing his talents to our community, which has served he and his family so well. Denvil lives with his wife of 53 years, Dorothy, in Ottawa; they have 3 living children and five grandchildren.

Mr. T. D'Arcy Finn, Director
Retired, Solicitor
Biography
Born and raised in Ottawa, Mr. Finn was called to the Ontario Bar in 1967. He practiced law in Ottawa until he entered the Public Service of Canada in 1971. Mr. Finn held various positions in government until his retirement in 1994.
Mr. Finn is married, the father of four children and the grandfather of five. He was named Queen’s Counsel in 1981 and was a recipient of the 125th Anniversary of Confederation Medal in 1992. Mr. Finn is a former Chair of the Riverside Hospital Foundation and is presently Chair of the Board, for the Rehabilitation Centre of Ottawa.
Mr. Finn has been a Board member since the OutCare Foundation was established. He believes that an enormous burden is placed on caregivers that remain in the home to provide loving care and support to patients who are otherwise not able to care properly for themselves. Mr. Finn believes the community-based, grass roots organizations supported by the OutCare Foundation are uniquely qualified to assist in carrying out these “out of hospital care” responsibilities.

Mr. Paul M. Koch, Director
Marketing & Management Consultant
Biography
As Business Development Manager for IBM Canada in Ottawa, Paul Koch first became associated with the Riverside Hospital Foundation in 1988 when he took on the challenge of organizing a golf tournament in support of the Foundation. The tournament was very successful and raised over $300,000 by the time the Riverside Hospital Foundation was dissolved and its assets turned over to the OutCare Foundation. Mr. Koch has served continuously on the Board of the Foundation since 1988.
A Chemical Engineer (BASc’63, MASc’64, University of Waterloo) Mr. Koch developed a deep concern for the environment when he attended the UN Conference on the Human Environment in Stockholm in 1972 as a representative of the YMCA of Canada. In 1992 he retired from a successful career in marketing and marketing management with IBM Canada and has since served as an environmental consultant and community volunteer with specific emphasis on strategies and facilitation. He has carried out a number of strategic environmental consulting projects for various clients including Industry Canada, Environment Canada, and the Canadian Environmental Industry Association. Mr. Koch was a founder and served as Chair of EnviroCentre (1999-2003) - Ottawa’s Green Community initiative - a key environmental partner of the City. In 2000, he facilitated the Environment Charter for the Ottawa Transition Board and in 2001 was appointed to the City’s Environmental Advisory Committee and has served as its Chair since that time. Over the years Mr. Koch has served on many non-profit Boards of Directors including the YMCA of Canada and the University of Waterloo. In addition to the OutCare Foundation, he is currently a member of the Board of EnviroCentre and Clear Picture Corporation of Halifax, a worldwide leader in Internet based employee opinion surveys and consulting.
In 1999, Mr. Koch was awarded the University of Waterloo Faculty of Engineering Alumni Achievement Medal for outstanding contributions as a volunteer for the University and for numerous community and national organizations.
